Once your character is created the correct procedure for adding a new contact is through roleplay. We do gain contacts from time to time in that manner. Example: Roxanne Wunter and Chips. Our games, however, are generally a short session and we rarely have time to have a 45 minute interaction between a character and his contact (Potential Contact). Smorgie, EtherD, and Phayt got together and had a discussion about this. Two things developed from this. 1. Associates and 2. New Contacts.
Some person that you have met a few times and that you know how to get in contact with. They don’t know you much and you don’t know them much. The guy at the news stand that you get your paper from. The always perky girl at the Coffee Shop that you visit. The really annoying but strangely knowledgable guy at the at the Stuffer Shack™ who works midnights.
If you choose to contact one of these people your target number is +2 but they cost nothing at all. You have no loyalty to each other just add them to your character sheet and list them as an associate or a contact level 0.
You want a new contact, maybe a simple contact (level 1) some one you know and who knows you but you don’t have substantial ties with. Or perhaps it is a Buddy (level 2) someone you have known for a long time who you can really trust and who trusts you. Or perhaps it is a lifelong friend (level 3) who you went to kindergarten with and have kept in contact with forever.
Level 1: Create the contact here on Obsidian Portal, link him/her to your character sheet, subtract 5,000¥ and 2 Karma and they are yours.
Level 2: Create the contact here on Obsidian Portal, link him/her to your character sheet, contact the GM and discuss him/her if the two of you agree that the contact will be a nice addition to the campaign then subtract 10,000¥ and 4 Karma and they are yours.
Level 3: Create the contact here on Obsidian Portal, link him/her to your character sheet, contact the GM and discuss him/her if the two of you agree that the contact will be a nice addition to the campaign then subtract 200,000¥ and 6 Karma and they are yours.
Upgrade a current contact: If you wish to improve an existing contact discuss that with the GM as well. Depending on your history in game with the contact, the GM will assign a “price” that will not be greater than the above listed prices and in all likelihood will be a bit lower.
